Right now an engine update is in progress to resolve an issue with multiplayer vehicle physics. The project is being upgraded to Unreal Engine 4.21 from 4.19.
Due to the delays in bugs from this update, the latest stable version of 4.19 is going to be reloaded on the server by 8/2/19
